Actually they were originally all like that until about 1959, when 
Airstream went to a dual 110v/12v fixture, and then all 12v lamps once 
the Univolt came along in about 1963.  The concept was that when 
"camping away from facilities" (AS brochure term), "the Butane gas lamps 
provide illumination".  That and that one dim 12v light fixture.  The 
1958 Traveler I just looked at (at 18 feet hardly trailer park 
material).  
When you think about it, there wasn't a miniature 12 volt bulb available 
at the time with enough illumination for area lighting.  The stop/turn 
type lamps still required focusing lenses just to be seen.
