[VAC] Crown Victoria -- Why 2,000 Lbs Now?

The Crown Victorias through 1995 were rated at 5,000 pounds, but starting in 
1996 they were rated at 2,000 pounds, and that's the current rating on the 
new ones.  I have a '96 (a great car with only 29K miles) but I'd be 
reluctant to tow my 27' Airstream with it based on the rating.

Does anyone know why the change between '95 and '96?  Don't think that was a 
major model change year.
