Dale ,  you could probably tow the Caravel with that little four
cylinder Previa, and get away with it for a while, but just as soon as
you have to tackle the Coast Range, or the Sierras, or almost any
mountain pass, your van will be severely at the uppermost limit of its
towing capacity.  Your Caravel is about 3000 to 3500 lbs loaded, and
that Pevia 4 cylinder, but more so,  the transmission will be lacking
for your needs.   If the van is loaded with family, luggage, food, dogs,
toys, and drinks in the 9 cup holders, that will be even more load to
contend with.  You would be wise to step up to a much more powerful and
"weighty" tow vehicle.
