Jim,
 The purpose of shock aborbers ("shocks") is to control the rebound of
the springs, no more, no less. W/O shocks, the vehicle will bounce and
bounce and bounce when it hits a bump; the shock serves to all the
spring to recover in a controlled fashion after being compressed by a
bump.

IOW: shocks have nothing to do with the ride height of a vehicle unless
they're of the 'gas assist' type. Bad shocks will cause a vehicle to
ride badly.
