[VAC] lightswitch?

hi! quick question for those with early 50's A/S. what is the light switch 
(located just inside the door to the right) for? mine does not appear to do 
anything. my electrician cant figure it out either. it is pulling only half 
voltage and seems to be tied into the streetside circuit. any input 
appreciated. thanks, erin adams and his 54'.
