These were an adaptation of the evaporative coolers that are still used in
the drier climates as a n airconditioner for the house. Water wets a pad and
the air passing through the wet pad cools the air. Won't work here in
Kentucky where the temperature and relative humidity are nearly the same.
A similar application was the canvas water bag that would be hung from the
front of the car.
