[SilverStreak] dealing with louvered windows

I'm trying to figure out a way to make the louvered windows fit more
snuggly. Some of them don't close tightly. I was thinking that I might
be able to put some insulation of some sort on the top of each pane.
That should let them close okay yet still block off some of the draft.

Anyone done any work on these?
