Its called an a/c outlet analyser or polarity tester (for crying out loud). I have the same yellow one you have Donald, made by Calterm. Very useful, but since I had to get it out to check the name, I tested my sockets and get 'open neutral'. Curses, one more thing to worry about.
Ah! The wonders of a scanner! Anybody know what an 'open neutral' is? An Agnostic Swiss Liberal or something?
