Charlie,
The operation of that cutoff relay is described in the manual for the Control Panel, but mine has been bypassed. I've placed a circuit breaker in that line and will place another in the truck when I finish wiring it. The charge line from the truck goes through a relay that's energized by the ACC circuit, so I can't draw from the vehicle battery anyway. And don't have to worry about running it down, of course.
