I also had a 1970 with a furnace that would not light. The fan must run fast enough to turn on a switch that allows the gas to enter and so ignite. Several repair men and many dollars later I got to putting my head to what could be the problem. I looked over the wiring to and around it and found many breaks in the insulation. I, by myself-a woman, replaced`the wiring and the current owners says there has never been a problem since. You might want to check that out.
