Peter, the external regulator should be the adjustable type, with a pressure gauge. Set it relatively high (e.g., 80 psi) and count on the internal regulator to reduce it to the established 42 psi. You are right, the straight pressure regulator will cut the pressure and apparently the internal regulator cuts still further. I have had the same experience.
