You are right about the zipcode being used at by the satellite providers, but if you are denied service you then contact the engineering department of the affiliate in question.

If you say you can't get a decent picture with a simple rooftop antenna, we come out with a portable television set and antenna and see what kind of reception you get. If you're lying, you get no wavier.

Here in the Missouri and Arkansas hills, there are many cases where someone in your zipcode gets perfect reception and you may get totally un-usuable reception. We understand this because we are TV engineers (and usually hams too) so we know how RF works.

Our standards for reception are pretty high, so if you've got severe ghosting, or other strong signal-poor reception issues, you'll get your waiver too.

At any station in my market, you can get a waiver for an RV but simply asking the chief engineer of the station concerned, and explaining that you move it around.
