There is really not a major problem dealing with the floor tiles because the asbestos fibers are inside the vinyl carrier material. If you are replacing the flooring, simply use a painter mask and eye protection when removing the stuff, and try not to break the tiles if possible. Place it in a plastic trash bag and get rid of it. After removal, vacuum the area thoroughly. A commercial trick is to wet down the tiles when removing so there will be no airborn dust if any breakage occurs.

The problem with any kind of asbestos material is the fibers getting loose in the air if disturbed. There are still lots of buildings that have the insulation materials with the stuff that are not creating any kind of problem at all because it is sealed in the wrappings.
