Roy, you said it right! At least my experience 3 or 4 times: with the numbers fully peeled off, a rag moistened (not saturated) with lacquer thinner, rub LIGHTLY over the ghostly area enough to
remove the ghosts. Then lightly spray only the area so treated (which suggests blocking out the rest, or else do the entire upper panel). Spray as lightly as possible, and do it several times, letting if have time to dry between sprays. (10 or 12 times>) A real llight spray may not completely  cover the area, but multiple sprayings will take care of that. If the entire upper panels (front and rear) are treated this way, be sure to block off the adjacent areas to prevent overspray. And obviously choose a calm (no wind) day, following instructions on the spray can regarding time between applications. After giving it a while to dry thoroughly, apply whatever polish or sealant that will be used on the entire body.
