Wow, you're going back WAY before I can remember. Nowadays, citizenship is NOT required. You can be any age, from any country, with any disability. In fact, I can think of no limitations, except that you must be able to provide a
mailing address, or PO Box that is within the FCC's jurisdiction.
In other words, a PO Box on Guam or Puerto Rico is just as good as a street address in Los Angeles.
Oh, I just remembered. I believe that the one "foreign national" exception is that you may not be a representative of a foreign government. Although I know of a fellow who was the telecommunications minister for the Cayman Islands who holds a U.S. one-land callsign...
