Get your credit card out. Again, I average 21600, just a smidgen better than your 4800. I believe that the reason for that is the adjustable (three positions) audio output level. When I first tried it in the campground's payphone, I got a resounding 1200 baud connection. Stuck in another quarter, flipped the level control to the opposite of whater it was, and POW! 21600.

I'm content.
